When you visit a doctor for cancer screening, you will be classified into one of the groups above according to your gender, age, lifestyle, environment, race and family history of cancer. Some tests may not give you all the confirmation you need therefore having the right tests is critical to detect any signs of cancer as soon as possible. What Are The Cancer Tests I Need To Do?

The tests you will be going through should involve some or all of the following:

  • Visual investigation of any lesions on your body, mouth, eyes, genitals, etc.
  • Palpation tests to feel for any unusual lumps or tumors in your breasts, prostate, neck and other parts of your body.
  • Endoscopy, X-rays, magnetic resonance imaging (MRI), CT scans, Positron Emission Tomography (PET) scans or ultrasound scans
  • Lab tests like Biological Terraine Assessment (BTA), blood tests, pap smears, Anti-malignin antibody screen (AMAS) or Cancer Marker Tests.

It is important that you follow your cancer screening test schedules religiously to prevent detecting any case of cancer in your body at a later or last stage. Chula Vista, California becomes model for blight control laws in the US

The San Diego, California suburb of Chula Vista has responded to the recent housing crisis with an aggressive blight control ordinance that compels lenders to maintain the appearance of vacant homes. As foreclosures increase both locally and throughout the United States, the one year old ordinance has become a model for other cities overwhelmed by the problem of abandoned homes that decay into neighborhood eyesores.

Chula Vista city code enforcement manager Doug Leeper told the San Diego Union Tribune that over 300 jurisdictions have contacted his office during the past year with inquiries about the city’s tough local ordinance. Coral Springs, Florida, and California towns Stockton, Santee, Riverside County, and Murietta have all modeled recently enacted anti-blight measures after Chula Vista’s. On Wednesday, 8 October, the Escondido City Council also voted to tighten local measures making lenders more accountable for maintenance of empty homes.

Lenders will respond when it costs them less to maintain the property than to ignore local agency requirements.

Under the Chula Vista ordinance lenders become legally responsible for upkeep as soon as a notice of mortgage default gets filed on a vacant dwelling, before actual ownership of the dwelling returns to the lender. Leeper regards that as “the cutting-edge part of our ordinance”. Chula Vista also requires prompt registration of vacant homes and applies stiff fines as high as US$1000 per day for failure to maintain a property. Since foreclosed properties are subject to frequent resale between mortgage brokers, city officials enforce the fines by sending notices to every name on title documents and placing a lien on the property, which prevents further resale until outstanding fines have been paid. In the year since the ordinance went into effect the city has applied $850,000 in fines and penalties, of which it has collected $200,000 to date. The city has collected an additional $77,000 in registration fees on vacant homes.

Jolie Houston, an attorney in San Jose, believes “Lenders will respond when it costs them less to maintain the property than to ignore local agency requirements.” Traditionally, local governments have resorted to addressing blight problems on abandoned properties with public funds, mowing overgrown lawns and performing other vital functions, then seeking repayment afterward. Chula Vista has moved that responsibility to an upfront obligation upon lenders.

That kind of measure will add additional costs to banks that have been hit really hard already and ultimately the cost will be transferred down to consumers and investors.

As one of the fastest growing cities in the United States during recent years, Chula Vista saw 22.6% growth between 2000 and 2006, which brought the city’s population from 173,556 in the 2000 census to an estimated 212,756, according to the U.S. Census Bureau. Chula Vista placed among the nation’s 20 fastest growing cities in 2004. A large proportion of local homes were purchased during the recent housing boom using creative financing options that purchasers did not understand were beyond their means. Average home prices in San Diego County declined by 25% in the last year, which is the steepest drop on record. Many homeowners in the region currently owe more than their homes are worth and confront rising balloon payment mortgages that they had expected to afford by refinancing new equity that either vanished or never materialized. In August 2008, Chula Vista’s eastern 91913 zip code had the highest home mortgage default rate in the county with 154 filings and 94 foreclosures, an increase of 154% over one year previously. Regionally, the county saw 1,979 foreclosures in August.

Professionals from the real estate and mortgage industries object to Chula Vista’s response to the crisis for the additional burdens it places on their struggling finances. Said San Diego real estate agent Marc Carpenter, “that kind of measure will add additional costs to banks that have been hit really hard already and ultimately the cost will be transferred down to consumers and investors.” Yet city councils in many communities have been under pressure to do something about increasing numbers of vacant properties. Concentrations of abandoned and neglected homes can attract vandals who hasten the decline of struggling neighborhoods. Jolie Houston explained that city officials “can’t fix the lending problem, but they can try to prevent neighborhoods from becoming blighted.”

CEO Robert Klein of Safeguard, a property management firm, told the Union Tribune that his industry is having difficulty adapting to the rapidly changing local ordinances. “Every day we discover a new ordinance coming out of somewhere”, he complained. Dustin Hobbs, a spokesman from the California Association of Mortgage Bankers agreed that uneven local ordinances are likely to increase the costs of lending. Hobbs advised that local legislation is unnecessary due to California State Senate Bill 1137, which was recently approved to address blight. Yet according to Houston, the statewide measure falls short because it fails to address upkeep needs during the months between the time when foreclosure begins and when the lender takes title.

Rugby Union: Queensland’s Ballymore Cup quarter finals

The Ballymore Cup Quarter Finals were played Wednesday. The Ballymore Cup is a state wide Rugby Union competition in the Australian state of Queensland. Schools participating in the Greater Public Schools (GPS) competition do not compete in the Ballymore Cup.

The North Queensland quarter finals are played as a round robin competition between four teams in Makay while the three other quarter finals are played at Ballymore Stadium in Brisbane.

Below are reports off each match in division 1.

Siena Catholic College 11 – 5 Marsden State High School

Siena Catholic College from the Sunshine Coast managed to slip past Marsden State High School 11 points to 5. Both sides crossed the oppositions line but penalties committed by Marsden gifted Siena the victory.

Siena defeated reigning champions Mountain Creek State High School in the Sunshine Coast division 1 competition final. They will play the winner of this weekends North Queensland Carnival in the semis.

Corinda State High School 0 – 44 All Saints Anglican School

Brisbane West’s Corinda State High School never seemed to be in the match as All Saints Anglican School from the Gold Coast eased pass them 44 point to zero. All Saints ran rings around the Corinda defence.

All Saints will play John Paul College in the semi final.

North Side Christian College 0 – 47 John Paul College

John Paul college will meet All Saints Anglican School in the semis after they defeated North Side Christian College forty-seven points to zero.

Rockhampton Grammar School, Whitsundays Anglican School (Mackay), Townsville Grammar School and St Augustine’s College (Cairns) will play the North Queensland Carnival as part of the Ballymore Cup quarter finals this weekend.

Finnish internet censorship critic blacklisted

The Finnish police have added Finnish hacker Matti Nikki’s website lapsiporno.info criticizing Internet censorship to Finland’s new national child porn filter. The blacklisting was noticed when Finland’s second largest Internet service provider Elisa started blocking the page today. More of the ISP’s are expected to join the filtering when their blacklists are updated from the police’s master list.

The banned site has been a harsh critic of Internet censorship over the last three years. It contains information and news about how censorship has been discussed and developing in Finland. Although the site’s provocative name is lapsiporno.info (“childporn.info”) there is no child porn on the site – the content is mainly text.

Tekniikka & Talous magazine asked Commissioner Lars Henriksson of Finland’s National Bureau of Investigation (NBI) why the page was censored. His answer was that he cannot discuss individual sites, but said that sites which are linking to child porn pages are also within the scope of the law. This interpretation, however, seems to conflict with the actual laws, the scope of which was supposed to be only sites with illegal pictures in foreign countries.

On Wednesday, NBI confirmed that site was censored because it published and maintained an incomplete version of the Finnish child porn blacklist. Nikki’s list contained roughly two-thirds of the 1500 blacklist entries, and it was created by scanning a large amount of sites and logging the censored pages.

The scan also found that the top three results of a Google search for “gay porn” are blacklisted, and that most of the blocked sites are actually physically located in the United States or the European Union.

Leena Romppainen of Electronic Frontier Finland commented that “The local authorities have taken no action on these sites. Therefore, either the sites do not contain child pornography or the NBI has not informed the local authorities. Both of the alternatives are equally scary.”

Matti Nikki’s opinion is that the majority of the censored sites are legal adult sites and that the police are not doing that much research when they are deciding which sites to block.

Internet censorship has been a hot topic in Finland as of late. There have been proposals of extending Internet filtering to Internet gambling sites, sites related to terrorism and violence, and torrent-tracker The Pirate Bay.

Koreas hold joint training session for Olympics

On Sunday, female ice hockey players from North and South Korea joined one another for a training session before the upcoming Winter Olympics. Players from the two Koreas are to compete together as a united team for the events hosted in Pyeongchang, South Korea, which are scheduled to start on February 9; Seoul’s Unification Ministry said. The cross-border gesture is part of diplomatic efforts to ease tensions on the divided Korean Peninsula and the team was approved by the International Olympic Committee.

The International Olympic Committee selected Pyeongchang in 2011 to host the event, marking South Korea’s first opportunity since the 1988 Summer Olympics in Seoul. The earlier event was marred by violence as North Korea had bombed a South Korean flight several months prior, killing over 100 and boycotted the event. Inter-Korean relations have changed considerably in the ensuing thirty years, including the two sending unified teams for table tennis and youth football in other non-Olympic competitions.

The announcement that the two countries would compete together was a stated goal of South Korean President Moon Jae-in. Last year, he announced the proposal and the two nations went into discussion this month. After two weeks, they made the announcement to field a consolidated 35-strong team of ice hockey players and have joint skiing exercises with both team coaches involved.

According to Yonhap News Agency estimates, about 80% of South Koreans support dialogue, but the move to have a joint team has been controversial. Over 10,000 South Korean citizens sent a petition to South Korean President Moon opposing the union and a group of North Korean defectors held a protest at the South Korean National Assembly on January 24, tearing apart photos of the North Korean leader, Kim Jong-un. Public support for eventual reunification of the Korean peninsula has waned in recent years, with the younger generation more skeptical of the possibility.

Under-reporting of human Bird Flu infections poses worldwide threat

Possible under reporting of bird flu infections in China and other Southeast Asian countries may be promoting an illusory sense that human infections are very limited. Common press reports only describe fewer than 130 people as infected with H5N1 avian flu and that fewer than 70 have died worldwide. Yet, there are enormous problems getting accurate data, especially in a country like China with a population of more than a billion.

“Reporting a suspected bird flu infection in bird or humans is a very unlikely event,” said Dr. Shoshana Zimmerman of the eHealth Institute. She is also a founder of www.birdflubeacon.com, a site dedicated to bird flu issues. “There are very few incentives to report, and lots of reasons to refrain from reporting. From the viewpoint of local rural small farmers, there is little to be gained and much to be lost by reporting an infection. The worse threat is that their flocks could be killed, leaving them destitute.”

There are many factors which mitigate against reporting bird or human infections of bird flu.

  • The deaths of chickens, ducks, and birds are common events for farmer. Even when a large number die at one time they may see no purpose in reporting the deaths.
  • When a human dies in locations with little or no medical services, the rural farmer’s priority for discerning the cause of death may be low.
  • In rural areas most people are not taken to hospitals when they are sick.
  • Bird flu symptoms are not widely known. If the symptoms are not known, they will not be recognized and reports of possible bird or human infections can not be made.
  • The expenses required for detection are those of proper collection and shipment of samples to one of approximately 200 laboratories worldwide, as well as the testing procedure that requires a two week period of waiting before results are obtained.
  • The lack of incentive for countries to report large scale outbreaks as it may lead to widespread panic and economic loss, as occurred with SARS. These factors can be seen at work in the way that the first bird flu death was reported in China,” Dr. Zimmerman stated.

A young woman, Zhou Maoya, died after returning home to the village of Yantan in Annui province to prepare for her wedding. Her family has stated that they did not take her to the hospital because they thought it would not do any good. Officials also note rural Chinese also often cite relatively expensive medical costs as a reason for not seeking treatment when sick.

Although initially authorities attributed her death to pneumonia the resulting political pressure prompted China to invite the World Health Organization to send experts to investigate. The authorities then rescinded the previous position and attributed her death to bird flu based on the similarity of the symptoms that she was reported to exhibit with those of bird flu. The village was quarantined and journalists were denied access. It is not known how many others might be infected in the village. Official announcements were made of plans to vaccinate and cull birds.

A local government official, Fan Qian, told AFP that it was believed Zhou was infected while she was outside of the province.

Fan Tan, a local official, told AFP news that 1,000 birds in Yantan had been culled (killed). Plans were announced to vaccinate 2 million poultry in the area, a huge and difficult task.

Zhang, another official, said authorities had met with all villagers to give them flu vaccinations and to tell them how to protect themselves against the bird flu virus, including not consuming poultry products. It is known that flu vaccinations do not protect against bird flu.

Villagers and local officials minimized the threat. In outlying areas of Yantan, residents said that they did not know of any new outbreaks. Other possible infections have been attributed to similar common causes but there have not been any tests performed validating those attributions.

Fan Litan, a peasant woman from Fantu village, about 2 miles from Yantan, lost many of her ducks, and chickens and also a dog; she has attributed these deaths to the acts of hooligans. She said her family had been extremely frightened when her animals suddenly died. “We were scared to death,” said Fan, standing next to a red sign posted on the outside wall of her home that said: “Prevention and control by the masses is basic for people.” Fan said ducks and chickens are all healthy but she admitted that she had stopped eating poultry. No testing of these birds has been reported yet.

According to a recent AFP report from Liuchang, 59 miles south of Yantan, the obstacles to identifying infections are enormous.

Like many, one Liuchang villager named Wang Hemin said he was concerned and would keep a closer eye on his ducks and chickens, but felt no immediacy since the infection was not in his province. He learned about bird flu on TV, and is aware that officials have come to his village of 2,700 people to warn residents about the virus. They offered guidelines: they told people that poultry which die suddenly could have contracted bird flu and should not be eaten or sold and that such an incident should also immediately be reported. However, the symptoms of H5N1 bird flu were not directly described.

Residents have not yet been fully informed of what symptoms to look for in ill poultry–they are fever, diarrhea, teary eyes and swelling in the legs of the birds. Though a pledge was made earlier in the week to vaccinate 2 million birds immediately, no bird vaccinations in this area have been reported yet.

In another nearby village, Nazahuang, chickens scuttle in and out of houses. One resident, Fan Jiexu, 73, said no officials had yet warned her village to take precautions. Throughout rural areas, it is customary for chickens to scuttle in and out of homes. Ducks and bird often die and are eaten by villagers when it is believed safe to do so.

China has reported 17 avian flu outbreaks as of this week. Despite the Chinese government issued high alerts, critical information is not being adequately communicated to some rural villages. The size of the poultry population, the common and normal occurrence of poultry death on farms, and status of roughly 70% of the poultry population as being kept in backyards are factors complicating infection control.

The head of World Health Organization’s China office, Henk Bekedam, is aware that slow reaction to bird flu threats and difficulty monitoring poultry in the world’s most populous country makes control of its spread challenging.

Testing is required to confirm H5N1 virus, and positive test results lead to the killing of nearby flocks. The incentive for many villagers, officials, and governments to minimize reports of H5N1 virus infections and severe medical and economic complications for making confirmations of infection are obstacles opposing complete and full reporting of the spread and infection rates of the virus.

Demonstrators protest Condoleezza Rice’s trip to Australia

Anti-war demonstrators in Sydney, Australia on Thursday dubbed U.S. Secretary of State Dr Condoleezza Rice a “war criminal” and “murderer.” Two protesters were evicted and five people were arrested during protests against the U.S.-led invasion of Iraq.

Dr Rice, on a three-day trip to Australia, said she understood why people found it hard to be positive about Iraq when all they saw on their television screens was violence.

Soon after Rice began her speech at the University of Sydney’s Conservatorium of Music, two protesters shouted from the rear of the auditorium, “Condoleezza Rice, you are a war criminal,” and “Iraqi blood is on your hands and you cannot wash that blood away.” Standing with their palms towards her, the young man and woman repeated their accusation until security intervened to remove them from the hall.

About 15 minutes into Rice’s address, a third protester appeared at a balcony door, interrupting her speech as she referred to freedom. “What kind of freedom are you talking about? You are a murderer,” said the demonstrator before he was quietly escorted from the hall. “I’m very glad to see that democracy is well and alive here at the university,” she said.

In her speech, Rice sought to justify the U.S. occupation of Iraq, describing Iraqis as now more free. One student asked about abuses committed by U.S. forces at the Abu Ghraib prison in Iraq. She said the abuses had made her “sick to her stomach.” However, she defended Guantanamo Bay, Cuba, where human rights groups say detainees are held in inhumane conditions and in detention flouting international laws.

Before Rice began her speech, about 50 protesters were gathered at the front gates of the Conservatorium. The group were confronted by police on horseback and by police dogs. Police used the horses to charge into the group of activists and push them back, as a police helicopter hovered.

A police spokeswoman said the group was blocking pedestrian access to the building and that police had spent more than 20 minutes warning them to move. The police then moved in and pushed the crowd back 20 metres. Police say five people have been charged with “hindering police in the execution of their duties.”

The “Stop the War Coalition” says Rice is a “war criminal” and is not welcome in Australia. The group’s spokeswoman, Anna Samson, says the protest is one of many planned in the lead-up to the third anniversary of the invasion and occupation of Iraq on March 20.

Paddy Gibson, from the University of Sydney’s Student’s Council, says the protest is in opposition to the Iraq war, and to the use of the University of Sydney’s campus to host Rice, “the most powerful woman in the world,” who they say is a war criminal. “They’re saying, ‘… you’ve got Sydney Uni’s support to stand up and peddle your murderous hate speeches,’ which is what we see it,” he said.

“You’ve got 180,000 people killed, as we said, for no other reason than strategic control of the region’s oil resources. And the anti-Muslim racism that’s been whipped up to justify this war is being felt by Sydney University students,” said Mr Gibson.
